Appendix 5 – LCWIP review process
· Stages 1 & 2 - Project Inception & development of evidence base – June 2025
Update the evidence base of the East Sussex LCWIP to inform targeted planning and decision making associated with the location and type of active travel measures for inclusion in the plan alongside reviewing the key corridors of focus in the county for walking, wheeling and cycling.
· Stage 3 - review and update of walking and cycling network plans – September 2025
Review and rationalise the existing LCWIPnetwork informed by evidence identified in stage 2 and engagement with key local stakeholders to develop a deliverable network. (To note that the networks will be developed and presented as an interactive map.)
· Stage 4 - Development of walking and cycling concept design work – November 2025
Select focus walking, wheeling and cycling routes to progress to concept design (Up to 60km of the network). Identify appropriate and deliverable infrastructure improvements and assess these using Active Travel England (ATE) route tools. With the East Sussex LCWIP being a supporting document to the East Sussex LTP4 County Council officers will engage with the East Sussex LTP4 Member reference group, at this stage, to brief them on the progress of the review and to discuss the emerging work on the draft prioritised list of schemes for inclusion in the plan, ahead of the public consultation.
Stage 5 - Prioritisation and appraisal of potential schemes – December 2025
Develop a prioritised and costed list of active travel schemes, using a multi criteria assessment framework and undertake a cost benefit analysis using the DfT’s Active Mode Appraisal Toolkit. Undertake further engagement with key stakeholders prior to a public consultation.
· Stage 6 – Public consultation of the East Sussex LCWIP – January 2026
Publish the updated East Sussex LCWIP for public consultation for an eight-week period with presentation of this to the County Council Cabinet in early summer 2026.
